You should send out an email labelled BidCenter to all the listed Training Participants.
I tried doing this with the record triggered flow and my debug returns as Not triggered and under the Start Condition Requirements it shows as "No triggering record was specified, so the flow didn't run."

Did you provide the record of which you want to test out this record triggered flow?
You would have an option to choose the specific record with which you want to debug the flow. You can also optionally choose to skip the entry condition and just check the business logic.
