Does anyone know answer to this question:
Can we add a user to one org with same federation ID to
two applications?
App 1 : Normal application
App 2 : Community application
Both applications are in same org
Federation ID is also one
Applications are two to add users in
What can be a solution?

A Federation ID must be unique for each user in an org. But if the user belongs to multiple orgs, use the same Federation ID for the user in each org.
As per your requirement ,as both the apps are in tthe same org i guess you need only one Federation ID.
