I do not see the mass email tab on my bar nor the tools tab. Is this something I have to add manually?

Are you on Lightning UI, this I believe is called List Email now: https://help.salesforce.com/articleView?id=sf.email_list_email_create.htm&type=5
You can create a campaign, add the targets of the email, and then send them an email.
There is a mass email function in Salesforce Classic UI, details: https://help.salesforce.com/articleView?id=sf.email_mass.htm&type=5
