The individual(s) using this account will be updating the address in accounts where we have received notification of a new mailing address or if there was an error in the original address. We don't want these users to have access or be able to view the donation information or giving history for the accounts in our database.

You could create a profile for that user and go to Object Settings > Account and turn off visibility for all the fields you don't want her to see.
