I need some solution that allows the Sales Manager to write some notes related to the record and automatically inform the Department Director about such updates. Is it possible to share the content of the notes with a user without a Salesforce license? We can use the Chatter license and once the Sales Manager writes some now he or she should mention the necessary Chatter user to send an email about some new note. But the issue in the current approach is that a user receives only the email with a note link and doesn't see its content. To check it a user has to authorize with Salesforce license and read the note. Do you know another solution? Is it possible to somehow set up such a sequence with the flow or process builder? But I checked that it isn't possible to set it on the Notes object. Will appreciate any ideas.

Did you try writing trigger/flow to query notes and send over email.
