Can new users setuo Salesforce for Outlook for the fist time if they are members of an Org that has other users that continue to use Salesforce for Outlook?

The documentation says: "IMPORTANT Starting in Winter ‘19, if you never set up Salesforce for Outlook or your reps aren’t regularly working with it, service is no longer available."

https://help.salesforce.com/articleView?id=outlookcrm_sfo_about.htm&type=5

Does "service no longer avaialable" apply at the org level or user level?  Is it possible that existing users can continue to use Salesforce for Outlook, but new user accounts in the same org will be prevented from configuring it for the first time?

I interpereted the documentation to be referring to the org level.  New orgs that haven't setup Salesforce for Outlook couldn't start, but existing orgs could (including the setup of new users with Salesforce for Outlook).

Thanks!

If your org previously used Salesforce for Outlook then you all of your Users can setup Salesforce for Outlook (even newly created users)

If you org never setup Salesforce for Outlook then you won't be able to use Salesforce for Outlook. Still you can use Outlook Integration which is way more better and stable than SFO.

To check if your org can use Salesforce for Outlook. You can go to Setup > Outlook Integration, if you were able to create a configuration then you can use Salesforce for Outlook.

    Hope this helps!
