Are there Action Plan Templates for Sales Cloud?

Does anyone know if Action Plan Templates are available for Sales Cloud? Or is it just for Financial Services Cloud?

I'm looking for a way to assign groups of tasks to objects based on their stage. I see some paid options and maybe thats my only option outside of developing something?

What do you use? Even some type of todo list would be acceptable...
