1. Added 'New Task' to lightning experience actions section of the correct Contact page layout.
2. Added custom record types to Task object and assigned them to my profile.
3. Specifically added 'General' record type to the global action NewTask.
I've done these steps and New Task still does not appear on the page layout.

Yeah, I'm talking about Lightning too.
Now that you have added the related list into your Page Layout, you can go into Lightning App Builder, edit your Record Page and add 'Open Activities' to your layout, using 'Related List - Single' and choosing 'Open Activities'
(Don't forget to activate your record page)
