Images in Tile Menu not showing up for Unauthenticated Users

I added a Tile Menu to my community and set images on each link, and for authenticated users it looks great, however, for the non-authenticated users the images don't load and only the buttons are shown. I made sure that "Let guest users view asset files on public and login pages" in administration was checked, but that didn't work for me. Any ideas on how to make them show?

    I had the same issue. I resolved it by going to the Guest User profile for the communtiy and adding "Read" on documents. 

     

    You can see the full solultion in the Salesforce docs: "NOTE Make the images in the tile menu viewable by community users, enable Let guest users view asset files on public and login pages in Workspaces | Administration. Then, give read access to Documents."
