Ok, so that means that there is a master detail relationship on this object. What object does it look up to?
Once you know this, look at this parent object sharing setting. If it is private, look at the owner of that parent object and make sure the user that cannot see the child is higher in the hierarachy than the owner of the parent.
If not, you'll need to either create sharing rules, work on your role hierarachy or if they should always see all the child objects, give them View All or Modify all for the object on their profile
