Creating a Dynamic Quote Line Editor Page

I am attempting to change the field set used for the Quote Line Editor based on a field on the "Quote" object. I have tried to use the help article below to setup this functionality however it does not appear that you can create field sets in the Lightning Experience (see error below). As an attempted workaround I switched to salesforce classic to try and create a new field set on the "Quote Line" object but my "EditLinesFieldSetName" formula from the below reference article was unable to find the new field set that I created in salesforce classic. Is there a possible workaround/a way to create field sets in lightning experience?

    Is that field set on the SBQQ__QuoteLine__c Custom Object (object shipped by the CPQ managed package) or the "Quote Line Item" Object (standard salesforce object)?

     

    Those Fields suggest that you may have made the Field Set on the Standard Object, and not the one that the Salesforce CPQ package currently uses.
