How to add an email address to All Subscribers from a Data Extension?

Hello. We're in the process of launching a new lightbox campaign on our website and we are attempting to pass the captured email sign ups into Marketing Cloud via an API call that is populating within a Data Extension. We are successfully adding the email addresses to the data extension but are not having any luck getting these email addresses to show up Opt'd In within the All Subscribers List. What would be the best way to do this? Also, when trying to send the welcome email those who are new sign ups, the email will not go out through Journey Builder and is populating the error: "binding data bound member"
