I would like to create a process that scans a list of multiple Rebate Records (matching on common checkboxes on both the Opportunity and Rebates) and then posts any resulting matches on Chatter to the opportunitu's owner. Is this possible using a flow?

Yes. You can do this with process builder. Create the process on the Rebate object. You need to define your criteria to fire based on your check box fields that you want to evaluate. Keep in mind an event will have to occure to fire the process such as a new record created or an edit on the records. If you need any help building this let us know. Just include as many details as possible as we can't see the structure.
