Reports --- set a target number for each picklist value through formula..

Question

I want to set a target number in a report for each provinces, for example A=4,B=7 .etc.

I try the "if" and "Case" but it can only shows one final number, any suggestions on this?

Is anything I can accomplish this in reports formula or only create another filed in objects?

But I don't want to bucket them, I want to show another line in dashboard set as target, I almost have 20+ items need to set a number, so I think it should use something like if/case   Thanks for your reply
