Justin, assuming you are using Salesforce's Web-to-lead form, and if you think that once a customer/contact has signedup/opted in using that form, your contact will be automatically created, then you are mistaken.
The form will create a lead automatically for you, but you have to convert that lead manually to create a contact from it.
If you want to automate the lead conversion process then you need to write a trigger on Lead which will convert the lead on the basis of certain criteria.
