Hi Richard,
We not longer leverage Web Quotes. In the past, the Quote was associated to the Opportunity with a Master-Detail relationship. This prevented quotes from being created in Customer Communities since they could not be created without an Opportunity. Web Quotes were created to meet this use case.
Now that we have deprecated the Master-Detail relationship on Opportunity-Quote in favor of a Lookup Relationship, our Quote object can be used in both contexts thereby making Web Quotes obsolete.
