How to prevent URL encoding during webservice callouts?

Question

Is there anyway to prevent SFDC from encoding the URL of the webservice endpoint which I want it to make a callout to? I am trying to call a webservice hosted on another non-SFDC public cloud from my SFDC org but the endpoint URL keeps getting URL encoded automatically. I am trying to send across the security certificate as the request parameter and it contans commas as a separator. But since SFDC is proactively converting these commas to %2C the URL keeps failing at the webservice host.
