What permission does a user need to run User Reports?

Question

Specifically users with a Partner profile?  Are they limited to see users that they have access to based on the Role Hierarchy and sharing settings?  I'm trying to create a report of partner users for our partner manager. Thank you

There is also a setting in the Org WIde Deafults, that controls visibility of Standard User Reports. You should be sure that is selected if needed.
