unfortunately I could not find any information about how to assign users to a territory when the territory model has been already activated.
It seems to be that once you have an active territory model you can not assign users to a territory anymore (the 'Manage Users' button on the 'Assigned Users' relate list is not available on the Territory anymore).
Can please somebody give me a hint?.

BACKEND SOLUTION - I too was unable to find any Manage Users/Assign Users button to add user to territory, but i was able to add user via backend - by creating a record for UserTerritory2Association. This resolved the issue for me.
