Can I mass upload just a contact list and associate them with specific Account records?

I have an employee directory for a large client I have been able to match each employee to the relevant SFDC Account using the Account ID. I have a CSV file , each row populated with SFDC Account ID, First Name, Last Name and Title. The goal is to add these people as contacts to each Account record. I've tried using data wizard but it just creates the contacts but does not associate them with any Account Record.

What am I doing wrong?

Can you also try using the Dataloader.IO ? Also if you have the Account Names also with you then you could this handly little feature of Dataloader.IO called - Using Import Lookups (https://dataloader.io/using-import-lookups).
