Is there a way to create a report/dashboard of users with/without activity, and have it maintain the hierarchy level? I can only get it to show all data regardless of who is running the report/dashboard.

    There is already app in App exchange: User Adoption Dashboard

     

    This gives you

     

    A dashboard focused on analyzing the data activity that has taken place over the past 60 days. A dashboard component exists for each of the following reports:

     

    * Leads Created (last 60 days)

     

    * Leads by Lead Source (last 60 days)

     

    * Leads Converted (last 60 days)

    * Cases Opened (last 60 days)

    * Users logged in (last 7 days) and the number of logins
