I am looking to enable Users to modify report run dates but not create new reports or edit existing ones.  All community answers said this wasn't possible, but then I stumbled upon the following Salesforce KB article that seems to indicate that exactly what I want IS possible:

Users without 'Create and Customize Reports' permission have 'Edit' option on reports

 

Knowledge Article Number:  000239593

 

Description:  You may find that users who do not have "Create and Customize Reports" permission, do have an "Edit" link allowing them to modify the search criteria. This is by design and allows the user to review report filter options. 

 

Resolution:  These users are not permitted to save or run the report with the altered filter criteria so no action is required. If the user would like the report criteria modified, they may submit a request to an administrator or other authorized user. 

 

What magic is this?  What combination of permissions enables this?

    Without 'Create and Customize Reports' permission, the users will lose the Customize report option.

     

    Of course they can change the existing filter and groups in the report view.

     

    But the funcitonality is very minimal compared to customize option allowed to play around in the report.
