Downloading keywords into a picklist

Can someone tell me how I can create a picklist?  Someone suggested I should create one before downloading my key words from another database into Contact Manager.  I use my keywords to search/filter when creating promotional mailings.

    Hi Peggy,

     

    What version of Salesforce are you using?

     

    To create a contact field you go here

     

    Setup | Contacts | Fields | New Field | select picklist from the list | following wizard until completion.
