Can Users Modify/Delete Other User's Attachments without Modify All Data?

Question

My users need to be able to upload revisions and delete attachments that are not owned by them on their Opportunities. Do they still need the "Modify All Data" permission to do this, or is there a permission that doesn't give so much additional power? We want them to have the freedom to edit attachments not owned by them, but not at the expense of being able to pull their records out of their approvals and bypassing other checks that the Modify All Data permission allows them to do.

You would need to use "Modify All Data."   Users deleting other users data is pretty dangerous. Instead of deleting, try implementing and training on naming conventions - allows to delineate between new versions without loosing the historical stuff.
