I have a numeric field (not required for a user to add a value to) but if they do, I'd like to make several picklists then required for the user to have to answer. Is that possible?

Yes like this with a Validation Rule -  AND(     NOT(ISBLANK(Numeric_Field__c)),     OR(         ISBLANK(TEXT(Picklit_Field_1__c)),         ISBLANK(TEXT(Picklit_Field_2__c)),         ISBLANK(TEXT(Picklit_Field_3__c))     ) )
