I am trying to create a formula where only the system administrator and one person will be back to update data in a field name Amount__c within a cutoms object name Judgment__c. I don't want anyone else to be able to update data on this field.
I tried creating the formula below, but I know I am off target.
AND (
ISCHANGED( Amount__c ),
NOT(ISNEW()),
$Profile.Name <> 'System Administrator',
$User.ID <> '005i0000002sg24AAA'
)

Iam guessing that it's your 18-digit UserId that's causing the issue. So you should either use the 18-digit ID on both sides of the operator or the 15-digit.
Try amending it like this:AND(
ISCHANGED( Amount__c ),
NOT(ISNEW()),
$Profile.Name <> 'System Administrator',
CASESAFEID($User.ID) <> '005i0000002sg24AAA'
)
Or just strip of the last 3 AAA and you'll have:
AND(
ISCHANGED( Amount__c ),
NOT(ISNEW()),
$Profile.Name <> 'System Administrator',
$User.ID <> '005i0000002sg24'
)
