This is a customer PDF, so I can't attach it here, but it looks like in a direct email the PDF is ~44k, while in Salesforce it's listed as ~75k. I took a working copy of that same PDF through Outlook and pushed it into Salesforce, and got the same result (able to open from my email, unable to open in Salesforce).
Oh, the error you get trying to open in Acrobat after downloading the attachment is:
"There was an error opening this document. The file is damaged and could not be repaired."
