Is there a way to make certain fields only visible to the User who populated them, or is there an alternate solution?

 

Here is some background...

 

My company is sharing Salesforce with two different departments. As such, Department A does not want Department B to see the Contact information (email, phone etc) of certain Contacts. 

 

However, all Users in the system need visibility on all Accounts and Contacts. Also, all Users are able to create new or edit Contacts, but when Department A (or B) enters in an email address or phone number, we then would like that value only visible to that particular User.

 

Is this possible?

    I would suggest two email/phone fields. One for each department with field level security set for just the corresponding department.
