List child accounts on a report where filter criteria applies only to parent accounts

We have accounts that use parent-child relationships. For my report, the filters I'm applying will only be applicable to Parent Accounts. However, for the resulting list of parent accounts, I want to be able to see all the children under each account.

 

The problem is that there are many child accounts where my filter criteria will exclude these accounts.

 

Otherwise said:

 

- Show me a report that has all parent accounts that meet criteria A, B, and C and display all of their children accounts, regardless of whether those child accounts meet criteria A, B, and C or not.
