To my understanding; External organization-wide defaults provide separate organization-wide defaults for internal and external users.
Previously, if you wanted different levels of access for internal and prvate users you would have to set the default access to Private and create a sharing rule to share records with all internal users appropiately.
However waht if I have Partner and well as Customer user, whom need difference levels of access, how would that be defined using External OWD. I want my customer community members to have private access, howeve Partner community members to be Public read only.
How would this be achieved.

I am afraid that in your case you need to go with the previous option only.
you would have to set the default access to Private and create a sharing rule to share records with all internal users.
also provide public read only option to the partner community
