One of my users cannot see the "More" nor the "Pencil" icon in the upper right-hand corner. I can see both as an Administrator and with my user profile.
So I don't understand why one on my other users cannot see either of the "More" or "Pencil" icon. Any clues?

The More will only be there if there are additional Tabs that profile has access to in the selected App
