Creating Custom formula field using IF ,OR NOT ,Contains at a time

Question

I have a requirement where i need to create a formula field for given conditions.

when business segment is not equals to Government

1)If state is :ME:VT:NH:MA value will be USA EAST

2)when business segment is not equals to Government

If state is : AK:WA:OR:ID Value will be USA WEST

3)If Billing Country = Canada - CA

4)IF BS - Govt - Public sector

5)If Region is Latin America —Latin America.

The business segment is a picklist value and the Region is a formula field.

Any help very much appreciated.
