I have a few users that are not real people, they are used for some integration peices that go on in my org. However it never fails that someone chatters to them and it goes unnoticed for long periods of time. Is there way to restrict these accounts from being @ mentioned?

Why not change their names to make it really obvious?  Specifically using "z" as the first character or something so that they don't start to pop up.  Otherwise you would probably be into Process Builder and Flow in order to somehow change the message as it is being created.

Rakesh has lots of good examples, but here is one that prevents system-created messages that you should be able to adapt if you want to go that way
