How do I use IF Blank in a customized formula field?

I'm trying to create a formula for the following : IF LMRR field is blank then use (Calculation formula A), if not blank then use (Calculation formula B). Can someone help since I can't find answer.

    So this screen shot is from the production. I was assuming you wanted to see the data..Sorry about that!

     

    I made a new list view from the sandbox where the new fields are now living. As you can see only the second opportunity has the correct formula result.
