What permissions are needed to view a report of report & dashboard details?

Users have ability to see and run reports, but cannot access report details when a report reports is created.

The report item can be seen on a Dashboard no matter what, but it must also be in a public report folder, or a folder where the user has access to view reports, if a user wants to drill down and view the report.

I hope that clears it up.
