What is your edition? Roles are NOT available for the Group edition.
Also, if you have another edition, double check your perms to make sure you have the 2 permissions below:User Permissions Needed
To view role details:
“View Setup and Configuration”
To edit and delete roles:
“Manage Users”
To view users:
“View Setup and Configuration”
To edit users:
“Manage Users”
