Is it possible to set ALL records so that anyone in the company can do whatever data maintenance is necessary?

You're testing the right way by logging in as that employee. If the button is not there - you're safe!

Basically if your OWDs (Organizational Wide Defaults) are set to "Open" (not read only or private) and the user profiles allow delete privileges - then your org is "wide open."
It depends on your company, but a little security is not a bad idea! ;)
