And further, I'd need to know if AT LEAST ONE contact is listed as Primary. I don't care if they mark 10 contacts to one Opp, I only care if ONE of those are marked Primary.

There's a free app listed on Appexchange that lets you set up rules to require a primary contact on opportunities. Sounds like this may be useful to you based on the questions you are asking.
