One of our customers receives a bounce back email every time he raises a case through the community portal. The organization went through O365 migration and the issue is ever since. His local IT has looked into the problem and would like to know what modification they need to make to their SPF record to stop these email rejections per the DMARC policy.

I would recommend implementing a DKIM key for the email domain you are using to send the message from Salesforce Sales Cloud. This should hopefully get it past their filters. There's isn't any SPF record configurations for Salesforce Sales Cloud. Marketing Cloud and Pardot does have SPF configuration.
