I listened to the app builder certification webinar today. Do I need to finish my Salesforce Administrator exam before taking the platform app certification exam?
Also they said to have a mobile camera not from your computer if taking the exam online. Is that true"

It will be helpful but not required. https://trailhead.salesforce.com/credentials/platformappbuilder And yes, it's true. They watch you from the side and need to see you, your computer, and your empty desk, while you take the exam. The build in web cam does not provide that wide view.
