I have a request to create an app that is only seen in the Classic view by all users without each user having to switch back to classic. They just want to click on the app and have it appear in Classic mode. Is this possible?

So... That's weird. Lightning users who want to see a classic only app... You should talk to them... sit in front of that user and shadow them. They are missing something that is critical, if it was there, they would not ask you that.
Have you defaulted all users to Compact view? Maybe that would help. Troy
