Is anyone else seeing this behavior in Lightning where instead of displaying all of the tabs, it will have "More" listed with the remaining tabs? There is plenty of room for all of the tabs to display and it is not consistent with regard to users or records.

I have a case open with Salesforce, but since it isn't consistent, they are having a hard time trying to figure out what is happening. I'm just wondering if we're the only org experiencing it.
