One thing to keep in mind is that a Community isn't just around Requirements but around Engagement, Activation and Adoption of the Audience itself. There are tangible Business Requirements but you need to map them to people and how they want to work. Then you can use Collaborative tools like Chatter, Groups, Topics and Data as the glue between Business Requirements and Audience Adoption needs.
