asymmetric drill down experience

Good Afternoon Everyone!

I was really excited when I learned about Set Actions and their capabilities. Unfortunately, we will not be getting version 2018.3 anytime soon. Does anyone know if it is possible to create a drill down experience somewhat similar to that in the link below using version 10.4?
