My current task is to mark over 22,000 contacts either inactive or resolved as they all have bounced emails, my current issue is that I am selecting the below pencil for each box.
Is there anyway to either automate this or select multiple records at the same time?

Nope, no way to do that on the report. But, there are alternatives:
- Export that data --> Edit in any spreadsheet tool --> Update org records through Dataloader
- If you can work with Apex, write a temporary/permanent script that retrieves and update those records.
