I need to retrieve older inactive version of flow from UAT and push that into Dev sandbox.
How can we do that in VS code?

To retrieve an older, inactive version of a Flow from your UAT environment and deploy it to your Development Sandbox using Visual Studio Code (VS Code) and Salesforce CLI (SFDX)
Sample code is below and replace the flow API.
sfdx force:source:retrieve -m "Flow:<Flow_API_Name>-<Version_Number>
