When I am creating copilot actions that action is not getting assigned to copilot action instead of that it is getting assigned to copilot library(from library we are not able to assign it back to copilot action it showing Error ). how to resolve this

Hello @Divya Chauhan Thanks for information, I have tries every solution form this documents , only thing is I didn't found 'Agents' option from Setup, in the Quick Find box. Till now issue is not resolve, can you please guide me next step.
