Cannot create scratch org

Hi

When I use the command

sf org create scratch -d -f config/project-scratch-def.json -a xxx

I get the error message

org create scratch is not a sf command

Yet this is the command mentioned over and over again in the online docs, including the CLI reference.

When I use the "sf commands" help function I can't find any mention of scratch orgs at all!

I am using sf version:

@salesforce/cli/2.52.6 win32-x64 node-v20.15.1
