When I create a new record, the manager wants an email sent to her to alert that she needs to approve.
Would I use a formula or a validation rule?

Instead of going that route, why don't you simply create a report on Cases (or whatever object) created yesterday? Subscribe your manager to the report and send it every day so she only gets one email per day for all the records you created the day before.
