Salesforce Platform License does not let me assign permission sets

Hello,

I am trying to complete this module https://trailhead.salesforce.com/content/learn/modules/identity_login/identity_login_2fa?trailmix_creator_id=strailhead&trailmix_slug=prepare-for-your-salesforce-administrator-credential

The user has the license Salesforce Platform assign to it, but when I try to add the user to the new permission set named Multi-Factor Authentication for User Interface Logins it gives me this error message:

It advises that the user license doesn't allow the permission. 

Any advise?
